Hornsea Project Three

Ofgem has launched Tender Round 14 for investors to acquire, operate and maintain Hornsea 3’s offshore transmission assets, with an estimated value of about £3.5 billion. The competitive process covers the wind farm’s grid connection, including cables and substations. Under the OFTO regime, successful bidders can receive an inflation-linked revenue stream for up to 25 years, subject to asset availability and performance. Hornsea 3 remains under construction, with completion expected by the end of 2027.

Ørsted generated 11.2 TWh from offshore assets in the first half of 2026, up 23% year on year, while reporting that its construction portfolio remains on schedule and within planned costs and maintaining its full-year financial guidance.

Ørsted has set out a plan to reach net-zero emissions across its full value chain by 2040, focusing on offshore wind materials, manufacturing and logistics. The developer says about 75% of a typical offshore wind farm's lifecycle emissions arise during development and construction, and highlights lower-emission steel, methanol-capable service vessels, reduced-carbon export cables and leaner foundation designs among the measures already being pursued.

Ørsted has set out how it plans to reach net-zero emissions across its value chain by 2040, focusing on steel, maritime fuels and copper used in offshore wind development. Its roadmap combines industrial electrification, lower-emission materials, design and operational innovation, supplier collaboration and stronger policy signals.

SeAH Wind said it has started commercial production for its first project, manufacturing monopile foundations for Orsted's Hornsea 3 offshore wind farm from its Teesside XXL monopile facility.

Cadeler said it completed installation of the first fully commissioned monopile foundation at Orsted's Hornsea 3 offshore wind farm, the first of 197 foundations in Cadeler's full transport and installation scope.

Smulders said it completed the first load-out of secondary steel sets for Orsted's Hornsea 3 offshore wind farm, with structures assembled at its Newcastle yard and shipped to the Port of Tyne ahead of offshore installation.

Heerema Fabrication Group said it completed the first of two jacket substructures for Orsted's Hornsea 3 offshore wind farm, with the Link 01 jacket loaded out and work on the second jacket due to continue toward completion later in 2026.

SeAH Wind appointed Mammoet, Glacier Energy and Hutchinson Engineering to support production and logistics for monopile foundations at Orsted’s Hornsea 3 offshore wind farm. The partners will provide heavy transport, weld testing and secondary-steel components at SeAH Wind’s Teesside facility.
