Australia has no operational offshore wind yet, but it now has a national offshore electricity framework and several declared development areas. Victoria is the lead market, with targets of at least 2 GW by 2032, 4 GW by 2035 and 9 GW by 2040. Electricity system

The National Electricity Market (NEM) links the eastern and southern states, including Tasmania, with AEMO operating the market and power system. Western Australia and the Northern Territory are outside the NEM. Western Australia has the separate Wholesale Electricity Market (WEM) on the South West Interconnected System (SWIS), operated by AEMO with Western Power responsible for the main network. Synergy is a generator and retailer, not the SWIS network operator.

Grid context

In the NEM, generators and storage proponents work with the relevant network service provider and AEMO through the connection process under the National Electricity Rules. Connection agreements, technical performance standards, registration and commissioning are distinct steps. Western Australia uses a separate SWIS/WEM connection framework involving Western Power and AEMO. Offshore approvals and grid connection are separate processes.
