Brazil offshore wind overview.
Brazil has no operational offshore wind farms and no adopted deployment target. Law No. 15,097/2025 establishes permanent and planned routes for assigning offshore areas, while MME published an area-selection methodology in July 2026. Electricity system
Brazil has a liberalised electricity market. ONS operates the interconnected system, ANEEL regulates the sector and CCEE operates the wholesale market. IBAMA manages federal environmental licensing. Law No. 15,097/2025 created the federal framework for assigning offshore areas, with MME leading the remaining implementation and area-offer process.
Grid context
Grid connection for offshore wind in Brazil is managed by ONS (Operador Nacional do Sistema Elétrico) as the system operator with ANEEL as the regulator, under established renewable energy interconnection procedures. Connection studies are required as part of the project licensing process and capacity is allocated through ANEEL-regulated procedures. Brazil's northeast offshore pipeline faces grid capacity constraints in the Ceará and Rio Grande do Norte coastal corridors, where significant onshore transmission reinforcement will be required.
