Electricity system
State-controlled. NDRC and NEA set national energy policy. State Grid Corporation and China Southern Power Grid are the two main grid operators covering different regions. Provincial grid companies manage local networks. Offshore wind procured via NDRC approval and provincial government allocation — competitive bidding for state enterprises. No subsidy (parity era since 2022). Market operator functions through China Electricity Council framework.
Grid context
Grid connection for offshore wind in China is managed by the state-owned grid companies — principally State Grid Corporation (SGCC) and China Southern Power Grid (CSG) — which carry statutory obligations to connect renewable energy. Connection is typically coordinated in advance through provincial development plans, with offshore projects allocated to designated onshore substation landing points. Grid absorption capacity is improving as the ultra-high voltage (UHV) transmission buildout continues, though curtailment has been a documented issue in some coastal provinces.
