Electricity system

Colombia's wholesale electricity market is administered by XM; CREG regulates, the Ministry of Mines and Energy sets policy, UPME plans generation and transmission, ANLA handles national environmental licensing, and DIMAR governs maritime occupation and concessions. Resolution 40284 of 2022 created the competitive offshore-wind area-allocation process, subsequently amended in 2023, 2024 and 2025.

Grid context

Offshore wind projects must secure connection through Colombia's transmission-planning and access processes. No project-specific grid connection or dedicated offshore transmission build is confirmed for the 425 MW BAONS_A_B area; feasibility work follows during the temporary occupancy stage.
