Ministry of Economic Affairs and Employment sets policy. Defence ministry coordination required for offshore zones. Nord Pool market. Olkiluoto 3 nuclear plant (1.6GW, world's largest) recently commissioned.
Grid context
Fingrid is the Finnish TSO responsible for grid connection of offshore wind, with connection applications assessed individually against available transmission capacity under a formal queue process. Finland's offshore wind market is at an early build-out stage and grid connection timelines are not yet a documented systemic constraint. Projects are assessed under general generation interconnection rules.
