Regulated market with EDF dominant in generation. RTE is TSO with well-developed open data platform. DGEC and prefectures maritimes manage offshore consenting. CRE regulates. AO (appels d'offres) CfD-style auction mechanism. DREAL handles regional environmental permitting. High legal challenge exposure historically reduced developer appetite.
Grid context
RTE manages offshore grid connection in France as TSO, with grid injection points designated in advance for each tender zone and connection studies completed as part of the development consent process. France's offshore grid build-out is at an early stage and onshore network reinforcement at coastal connection points is subject to ongoing planning. Connection is allocated project-by-project within designated tender zones rather than through a pre-built offshore grid.
