Offshore grid connection is managed by the four German TSOs (50Hertz, Amprion, TenneT DE, TransnetBW) under BNetzA oversight, with connection dates allocated through the Offshore Network Development Plan (O-NEP). The process runs sequentially after BSH planning approval, creating a well-documented cumulative delay that is among the longest in Europe. BNetzA allocates grid connection capacity in advance and coordinates the offshore transmission buildout through the O-NEP planning cycle.
