Liberalised market. ADMIE/IPTO is TSO and responsible for offshore grid infrastructure under Law 4964/2022. RAWEW (Regulatory Authority for Waste, Energy and Water) regulates and licences. HEREMA (Hellenic Hydrocarbons and Energy Resources Management Company) manages leasing and concession process. LAGIE is market operator. Law 4964/2022 (July 2022) established first offshore wind framework.
ADMIE (IPTO) is the Greek TSO and manages offshore grid connection. Greece's offshore wind regulatory framework is still being finalised and a dedicated offshore connection regime has not yet been established. Connection from Aegean Sea projects to the mainland is technically complex given island geography, and dedicated offshore grid infrastructure including subsea HVDC cables is likely to be required for larger projects.
