Typical offshore wind consenting timescale: 34-67 months.
Liberalised market. Terna SpA is TSO. ARERA (Regulatory Authority for Energy Networks and Environment) regulates. MASE (Ministry of Environment and Energy Security) oversees consenting via dedicated EIA committee. GSE (Gestore dei Servizi Energetici) manages CfD-style FER2 incentive scheme. GME operates electricity market. Significant grid congestion in southern regions (Sicily, Sardinia, Apulia) constraining renewable integration.
Terna is the Italian TSO and manages grid connection applications under the standard Codice di Rete, with projects assessed against available capacity at proposed coastal connection points. Terna's Tyrrhenian Link HVDC project will improve grid capacity in the south and islands — the primary areas for offshore wind development — when commissioned. No dedicated offshore grid connection framework exists; projects compete for connection under general generation queue rules.
