Active market with a track record of projects and visible policy support.
Typical offshore wind consenting timescale: 38-77 months.
Liberalised market post-2016 reform. Multiple regional utilities (TEPCO, Kansai, Chubu etc.) own generation and distribution. OCCTO (Organisation for Cross-regional Coordination of Transmission Operators) coordinates transmission. METI and MLIT jointly manage offshore wind via Offshore Wind Act (2018, amended 2025 for EEZ). FIT/FIP support via Agency for Natural Resources and Energy. Environmental assessment 4-5 years per METI guidance. Fisheries council coordination mandatory for each Promotion Zone.
Grid connection for offshore wind in Japan is managed by regional TSOs under the Japan Electric Power Exchange (JEPX) framework, with the Promotion Area designation process under the Offshore Wind Promotion Act including grid capacity assessment as a key selection criterion. Connection costs and onshore reinforcement requirements are a significant factor in Japanese project economics given the fragmented regional grid structure. Grid capacity at potential connection points has been a published constraint in several designated promotion areas.
