EPRA (Energy and Petroleum Regulatory Authority) regulates. Ministry of Energy and Petroleum sets policy. KMA (Kenya Maritime Authority) manages maritime jurisdiction. NEMA manages environmental assessment. KenGen is dominant state generator — Lake Turkana Wind Power (310MW) is Africa's largest wind farm.

Grid context

Grid connection for offshore wind in Kenya is managed by KETRACO (Kenya Electricity Transmission Company) for high-voltage transmission and Kenya Power for distribution. Kenya's offshore wind programme is at a very early exploratory stage and no offshore grid connection framework exists. Connection feasibility for Indian Ocean sites would depend on available capacity at coastal substations and national grid extension planning.
