Latvia has no operating commercial offshore wind. The state is pre-developing a 200 km² Latvian ELWIND research area through environmental, seabed, meteorological and engineering studies. The current official timetable places the site-rights auction in 2029 and aims for operation by 2035; final capacity and commercial terms remain unpublished.Europe1.8m people

Baltic grid synchronisation project shapes transmission investment context. Environmental State Bureau (VVD) manages EIA. NordBalt cable links Latvia to Sweden.

Grid context

Augstsprieguma tīkls is Latvia's transmission-system operator. ELWIND is assessing grid-connection options for the Latvian and Estonian offshore areas, including a possible additional cross-border interconnection. The connection design and responsibilities remain under study and have not been fixed in final auction terms.
