Liberalised Nordic-Baltic market. Litgrid is TSO. VERT (National Energy Regulatory Council) regulates. Ministry of Energy sets policy. Litgrid is the Lithuanian TSO and manages grid connection for offshore wind in the Baltic Sea. Connection studies are required as part of the national offshore wind auction programme, with onshore reinforcement at the Klaipėda and Palanga corridor identified as the primary connection route. The desynchronisation of the Baltic states from the Russian BRELL grid ring (completed 2025) and synchronisation with the European ENTSO-E network has increased connection planning complexity.
