State-dominated following 2021-2022 energy reform reversal. CENACE operates grid. CFE (Federal Electricity Commission) is dominant state utility. CRE (Energy Regulatory Commission) regulates but with reduced independence post-reform. SENER (Ministry of Energy) sets policy. SEMARNAT manages environmental permitting. Private renewable investment severely curtailed since 2018 — offshore wind development essentially requires CFE partnership or state leadership.
Grid connection for offshore wind in Mexico is managed by CENACE (Centro Nacional de Control de Energía) as the independent system operator under the Clean Energy Law interconnection framework. Mexico's offshore wind programme is at an early development stage, primarily focused on Gulf of Mexico and Pacific coast sites, and dedicated offshore connection procedures have not been established. The regulatory framework has been subject to significant uncertainty following electricity sector reforms since 2021.
