Electricity system
Semi-regulated market. ONEE (Office National de l'Electricité et de l'Eau Potable) is dominant utility and grid operator. ANRE (National Electricity Regulatory Authority) regulates. Ministry of Energy Transition and Sustainable Development sets policy. MASEN (Moroccan Agency for Sustainable Energy) manages large renewable project procurement. Maritime jurisdiction managed by Royal Moroccan Navy and Ministry of Transport. Medlink and Xlinks undersea cable projects relevant to export infrastructure.
Grid context
Grid connection for offshore wind in Morocco is managed by ONEE (Office National de l'Electricité et de l'Eau Potable) as the state utility and TSO, coordinated with MASEN (Moroccan Agency for Sustainable Energy) for renewable energy projects. Morocco's Atlantic and Mediterranean coastal grid infrastructure is relatively well-developed given the existing large-scale onshore wind portfolio, reducing connection risk compared to markets with no renewable grid experience. Connection studies are required as part of project development.
