Typical offshore wind consenting timescale: 22-43 months.
Liberalised market with NVE as combined energy and water resources regulator. Statnett is TSO. OED (Ministry of Petroleum and Energy) sets policy. NVE issues offshore wind licences. Consenting via Havenergilova (Offshore Energy Act). Nord Pool market. Hydro dominance means offshore wind is marginal domestically — export and floating wind R&D the drivers.
Statnett is the Norwegian TSO responsible for grid connection of offshore wind, with connection studies required as part of the licence application process. For the designated offshore wind areas (Sørlige Nordsjø II and Utsira Nord), grid connection and cable routing are assessed at zone level prior to individual project tendering. Offshore wind grid infrastructure is nascent and connection capacity at viable onshore landing points is a live planning consideration.
