Panama's National Dispatch Centre, within ETESA, operates the National Interconnected System and coordinates the wholesale electricity market. ETESA owns the principal transmission network, ASEP regulates electricity services and the National Energy Secretariat sets policy.
Generators connect to ETESA's transmission system or the relevant distribution network under Panama's regulated connection framework. Hydropower remains the largest renewable capacity source, with solar and the established Penonome-area wind fleet diversifying supply.
