ERC (Energy Regulatory Commission) regulates. WESM (Wholesale Electricity Spot Market) operates market. DENR manages environmental permits. Offshore wind service contracts issued since 2022. Grid connection for offshore wind in the Philippines is managed by NGCP (National Grid Corporation of the Philippines) as the transmission system operator, with connection assessed under the Transmission Development Plan. The fragmented Philippine grid structure (Luzon, Visayas, Mindanao) creates distinct connection challenges for each island group, with no single national connection framework. Connection applications are processed under the Philippine Grid Code and assessed against available grid headroom at island-level.
