PSE (Polskie Sieci Elektroenergetyczne) is the Polish TSO and manages offshore grid connection under the Baltic Offshore Wind Act, which includes a defined offshore network plan (PSBM) outlining transmission routes and onshore connection points for the Baltic pipeline. Grid connection conditions are issued as part of the development process, with connection capacity at onshore landing points in Pomerania a known constraint. The PSBM plan provides developer certainty on connection geography but onshore reinforcement timelines remain a risk.
