Electricity system
Liberalised market. PSE is TSO. URE (Office of Competition and Consumer Protection) regulates. Ministry of Climate and Environment manages offshore policy. Offshore Wind Act (ustawa offshore) 2020 established fixed-price support (contract for difference style) for projects in Phase I (9.9GW target) and auction-based support for Phase II. BSH-equivalent is URZM (Maritime Administration). Baltic Sea jurisdiction divided between three maritime offices.
Grid context
PSE (Polskie Sieci Elektroenergetyczne) is the Polish TSO and manages offshore grid connection under the Baltic Offshore Wind Act, which includes a defined offshore network plan (PSBM) outlining transmission routes and onshore connection points for the Baltic pipeline. Grid connection conditions are issued as part of the development process, with connection capacity at onshore landing points in Pomerania a known constraint. The PSBM plan provides developer certainty on connection geography but onshore reinforcement timelines remain a risk.
