Liberalised market. REN (Rede Elétrica Nacional) is TSO. ERSE is independent energy regulator. DGEG (Directorate-General for Energy and Geology) manages licensing. DGRM (Directorate-General for Natural Resources, Safety and Maritime Services) manages maritime spatial planning and TUPEM maritime use permits. OMIP operates Iberian electricity market alongside Spain's OMIE.
REN (Redes Energéticas Nacionais) is the Portuguese TSO and manages grid connection under general generation interconnection rules. Offshore wind connection is assessed at proposed coastal landing points with no dedicated offshore grid framework in place. Portugal's offshore programme is at an early stage and specific connection procedures for floating wind projects are being developed alongside the broader regulatory framework.
