Romania has a liberalised electricity market. The Ministry of Energy sets policy and organises offshore-wind concession procedures; Transelectrica operates the transmission system; OPCOM operates electricity markets; ANRE regulates, authorises establishment and licenses generation; and ACROO issues the offshore development approval under Law 121/2024.
ANRE Order 92/2024 established dedicated procedures for connecting offshore-wind plants to Romania's transmission grid from 1 January 2025. Transelectrica must ensure connection under the regulation and Law 121/2024, while the future concession areas and efficient connection locations are to be coordinated with the transmission system operator.
