Electricity system

Liberalised market. Red Eléctrica de España (REE/REE) is TSO. CNMC (National Commission for Markets and Competition) regulates. MITECO (Ministry for Ecological Transition) manages offshore policy. POEM (Maritime Spatial Plan) published 2023 identifying ZAPER areas for offshore wind. First auction consultation launched early 2026. Royal Decree 1028/2007 governs offshore permitting.

Grid context

Red Eléctrica de España (REE) manages grid connection in Spain as TSO under standard generation interconnection procedures shared with other technologies. There is no dedicated offshore grid connection regime; connection capacity is assessed at proposed onshore landing points on a project-by-project basis. Spain's offshore wind regulatory framework is still developing and dedicated connection rules for offshore are expected to be formalised as the pipeline matures.
