DescriptionCeltic Offshore Wind Limited was the original development company for the Rhyl Flats offshore wind farm in Liverpool Bay, one of the UK's Round 1 offshore wind projects. The company obtained consent for the project in 2002 before it was acquired by RWE npower, which later built and operated the 90 MW wind farm.
